TL 9000 Standard
TL 9000 is an industry specific standard for telecommunications companies and their
suppliers.
The standard was developed because of numerous quality standards in existence,
which caused confusion and inconsistencies with the reliability and quality of
telecommunication products.
The purpose in developing TL 9000 is to:
- Consolidate the various industry standards and utilize the best from each standard,
which in turn reduce the confusion with multiple requirements.
- Increase standardization in a global environment by providing a common language.
- Standardize a reporting method of supplier data with a common set of metrics
specific to hardware, software and/or services.
The metrics will help determine where to focus your resources to reduce product problems,
improve performance, continuous improvement with customer and supplier relationships.
TL 9000 was the product of bringing several standards into one.
TL 9000 consists of two handbooks:
- TL 9000 Quality System Requirements (QSR) which contains the common telecommunications
industry requirements plus hardware, software, and services specific quality system
requirements.
There are approximately 80 additional requirements above ISO 9001.
- TL 9000 Quality System Metrics (QSM) contains the specific requirements for hardware,
software and services metrics.
The main difference between the ISO 9000 and TL 9000 approach is that:
- The TL 9000 requirements are more prescriptive
- It is more focused on planning activities such as quality planning, project planning,
configuration management planning, product planning
- It requires a lifecycle product model
- It requires customer-supplier communications / working relationships
- It concentrates on customer satisfaction and improvement
- The TL 9000 standard identifies required metrics and reporting of metrics for
benchmark purposes
